MacOS 10.12.6'da da benzer bir sorun yaşadım.
Kök nedeni, VPN'in yapılandırma adını da değiştirmemdi.

Eski VPN'yi çıkardıktan ve başka bir isim ve "Varsayılan" konfigürasyonuna sahip bir VPN oluşturduktan sonra, hem komut scutil hem de ağ ayarları ile çalışır.
